Executive Insight · Procurement Leadership
Interim Chief Procurement Officer or traditional consulting?
Not every procurement challenge requires line responsibility. The distinction becomes critical when decisions, leadership and delivery are not reliably secured internally.
Assignment clarity
Decision capability
Temporary leadership
Sustainable handover
Traditional consulting
Consulting is appropriate when ownership and delivery are secured internally.
A consulting mandate can provide strategy, analysis, benchmarks, process design and decision options. It is particularly effective where an internal executive sponsor is available, decisions are made promptly and the organisation has sufficient delivery capacity.
- Clear internal leadership and reliable governance
- Sufficient resources for programme and line implementation
- A specific need for analysis, design or specialist expertise
- Internal leaders can carry decisions and their consequences
Interim Chief Procurement Officer
Temporary executive ownership matters when leadership cannot be delegated.
During a vacancy, stalled transformation, carve-out or critical supplier situation, recommendations alone are often insufficient. The organisation needs someone who sets priorities, leads teams, prepares or makes decisions and remains accountable for delivery.
- Vacancy or unclear procurement leadership accountability
- Significant commercial or operational urgency
- Transformation without sufficient internal delivery capacity
- Conflicts across functions, regions or stakeholders
- Need for structured succession and handover
Hybrid model
Many situations require leadership, transformation and targeted expertise together.
The appropriate answer is often not either-or. An executive mandate can combine temporary line or programme responsibility with a deliberately small transformation team and selected specialists.
Accountability must not diffuse across consultants, management and line functions. The assignment leader remains visible and prepares the organisation for sustainable internal ownership.
Decision test
Four questions determine the appropriate assignment model.
Where several answers remain unclear, a consulting-only mandate is likely to be underpowered.
- Who currently makes binding decisions on procurement priorities and trade-offs?
- Who leads the team, stakeholders and suppliers during the change?
- Who is accountable for translating opportunities into realised impact?
- How will knowledge, governance and responsibility be handed over internally?
